At approximately 12:28 p.m., a deputy from the Carroll County Sheriff’s Office was advised of a possible bomb threat at Carroll Community College, 601 Washington Road in Westminster, according to the charging documents. When the deputy arrived, a deputy from the Office of the State Fire Marshal and other law enforcement were already on scene speaking with the college’s security officers.

The student immediately reported the incident to an officer working at the front desk in the main entrance of the college, according to the documents.

Surveillance footage from the school showed the red car, and was able to give law enforcement the vehicle license plate, according to the documents. Motor Vehicle Administration records identified Mullineaux as the owner of the vehicle seen on the footage.

Law enforcement went to Mullineaux’s residence, and upon asking him approximately the incident, Mullineaux said he did say he wanted to turn the college “into a pile of rubble,” according to the charging documents, but told police he meant that “someone will turn the college into a pile of rubble because of the way that people act at Carroll Community College.”

Mullineaux was released on $2,500 unsecured bond, and has a court date scheduled for 8:45 a.m. July 18, according to electronic court records.
